When I'm scrolling up and down "any" page I get lines like its lagging not sure what making it do that but I think it might be a softwear I install maybe I must re-install it?

if I am right.. What softwear is causing it?

The first thing to catch my eye is spybot search and desroy. Its background "scanner" would slow any machine.

Also, check that your antivirus isnt running checks. Schedule them to run when you're not busy, or run them manually to give full control.

A good general clearout of temporary files would also help.

I reccomend ccleaner, a very good, safe, and free program.
