General Friedrich Olbricht, Major General Henning von Tresckow, and Colonel Claus von Stauffenberg

The original plan, designed to deal with internal disturbances in emergency situations, was designed by General Friedrich Olbricht's staff

i think Olbricht might be the answer you want.... maybe?

Von Stauffenberg is the answer I was looking for, and even though von Tresckow was a prime mover in plots to kill Hitler, the particular July 20 one didn't so much involve him as he was out on the Eastern Front, so I'm gonna have to stick with von Stauffenberg. Which means it's... Zante's go?
